Welcome to the 2026/2027 edition of the Coalition of Finance Ministers for Climate Action’s The Role of Ministries of Finance in Driving Climate Action: A Guide to Economic Transformation and Resilience.

Since the publication of the original Guide in 2023, the economic context for climate action has become more challenging, while the consequences of climate change have become more immediate and widespread. Ministries of Finance are being asked to protect growth, manage debt, and safeguard the public finances under increasingly difficult conditions. This update reflects just how central climate considerations have become to that core mandate.

The Guide aims to equip Ministries of Finance with practical, actionable guidance on integrating climate considerations into economic strategy, fiscal policy, and finance, grounded in the real experiences of governments around the world.

For the first time, the Guide is hosted on an interactive website rather than as a static document, making navigating its rich content easier for you. It will also allow us to keep the content up to date and add new features over time, including a searchable database of case studies over the coming months.

The Guide’s content is being released in three tranches, and today we’re excited to share this first one with you for public consultation. We invite you to review each of the tranches as they are released over the coming months and share your feedback. We are particularly interested in whether the guidance is practical for Ministries of Finance, if any implementation lessons or country experiences are missing, and any factual corrections you can suggest. We will review and track the feedback received to refine the Guide and share how the consultations have shaped the final edition.

The Guide is made by and for Ministries of Finance. We hope that you find it useful—and that you’ll help make it useful to others. We encourage you to share your experiences of what has worked and what has not, to help other Ministries of Finance learn to navigate challenges and capitalize on opportunities.

This update would not have been possible without the guidance and input of the Country Steering Group, whose members have shaped the update, reviewed the content, and helped keep the Guide grounded in the realities Ministries of Finance face. We are equally grateful to the many partners and experts across the Coalition and beyond who contributed their time and experience.
